Inspect MDM scheme implementation: AKDDSU

ITANAGAR, Nov 3: Claiming that schools under Kra Daadi district have been deprived of mid-day meal scheme for last few months after it was bifurcated from Kurung Kumey district, the All Kra Daadi District Students' Union (AKDDSU) has urged the district DDSE to inspect implementation of the Mid-day meal scheme and  take stock of various problems faced by the schools.

In a release, it further claimed that the students have not been provided with uniforms, books and that there are no supply of chalks and black boards.

Informing that the Union had visited Govt Primary School, Sengchung and Govt Middle School, Tachu under Chambang circle,  the release claimed that Tachu Middle School  building is totally damaged.

 

CBSE workshop for Principals

ITANAGAR, Nov 3: A one-day workshop by CBSE on CCE mentoring and experience was organised at VKV, Itanagar for the principals of CBSE affiliated schools in Arunachal Pradesh.

Speaking on the occasion Education Officer, VKV APT, PM Unnikrishnan highlighted the importance of CCE in the life of students and urged the teachers to understand it properly and implement in the schools effectively.

Additional Director Research and Innovation, New Delhi, Sugandh Sharma, the resource person for the workshop, facilitated the discussion on monitoring and mentoring process initiated by CBSE. She also oriented the participants about CBSE integrated test management system, examination reforms, ASL system, OTBA, Mentoring and Monitoring of CCE etc.

A total of 32 principals of various schools participated in the workshop.

 

Quiz competition conducted

AALO, Nov 3: A quiz competition was conducted by the Department of Political Science, Saint Francis De Sales College, for the students of BA 1st Semester based on the syllabus of BA 1st semester political theory prescribed by Rajiv Gandhi University on Saturday.

HoD (Political Science) Reyom Ete, in his address appreciated the students for active participation and said that the main motive behind the competition was to prepare the students for the upcoming semester examination as well as giving them insight about the importance of civil service examinations in near future.

ACOIN honour to Dr. Doye

ITANAGAR, Nov 3: Medical Education, Training & Research, Joint Director, Dr. Reto Doye has been awarded ACOIN Gold Medal by Governor of Uttar Pradesh Ram Naik on Oct 31. The award is in recognisation of his contribution to extraordinary support in organizational activities during the year 2014-2015 for Association of Community Ophthalmologists of India (ACOIN) and was given in its 6th annual conference in King George's Medical University, Lucknow, Uttar Pradesh.

Dr. Doye is the first and senior most eye specialist from Arunachal Pradesh who joined the state Health Department as a Medical Officer in 1985, subsequently became an eye specialist after completing his Post Graduate course in Ophthalmology from Dr. R.P. Center for Ophthalmic Sciences, AIIMS, New Delhi. He joined as an Eye Specialist in February'1991.

 

Meeting held to discuss proper functioning of Circle

DAPORIJO, Nov 3: A meeting of PRI members and GBs of Topo-Heche-IV and IX Gram Panchayat under Giteripa circle of Upper Subansiri district was conducted under the chairmanship of Giteripa Circle Officer incharge Dr T Dango at the New Inspection Bungalow, Dumporijo on Friday.

During the meeting the members present discussed about the importance of National Population Register, Adhaar card, opening of bank account under MG-NREGA. They also discussed at length on the need for proper functioning of new circle office at Giteripa.  It was also decided in the meeting to ban fishing in the Sinyium and other rivers and streams of Giteripa administrative jurisdiction by blasting, electrocution and using bleaching powder, chemical pesticide, trapping net while, no outsiders would be allowed to divert water for fishing and cast fishing net. Hunting of wild animals has also been totally banned and strict action will be taken as per law if anyone is found indulging in such activities besides, any kind of disputes between villages shall be first tried at village level under the supervision of village authorities i.e, GB & HGB of respective area as per Assam Frontier Regulation Act 1945 and GBs, HGBs, PRI members of respective villages will extend full cooperation to the administration for proper functioning of the Circle. DC inspects Tea and Rubber plantations

ROING, Nov 03: Deputy Commissioner of Lower Dibang Valley, Ravi Dhawan visited various agricultural fields to see that Tea and Rubber saplings and other agricultural inputs like seeds provided by the govt under various schemes are actually grown in the field. He visited Tea & Rubber Plantations, Ginger and Maize fields near Balek, Meka and Jia Villages. He also visited the Oil Palm Nursery raised by 3F Oil Palm Agrotech Pvt Limited at 8 km point along Meka-Shantipur Road.

During the visit, the DC interacted with the farmers to know about their grievances and expressed satisfaction on the growth of Tea and Rubber plantations in the area.

The DC also inspected the weekly APMC market at Jia Village to take first hand information of the weekly market affairs. He was accompanied by ADO Roing, R D Singh. DIPRO

 

Training on conduct rule begins

ITANAGAR, Nov 3: Altogether 30 ministerial cadre staffs from AP Civil Secretariat and other heads of offices of government establishments from in and around capital Complex are attending a three days training programme on 'conduct rules' which began at ATI, Naharlagun today.

It is being conducted under 100 percent course fee sponsorship of DoPT, GoI.

While inaugurating the programme, ATI director Pate Marik stressed that every government servant must know the general conditions of service and its conduct rules. He advised the participants to maintain absolute integrity, devotion of duty and to abstain from doing unlawful things, according to an official release.

 

IEC-BCC camp at Upper Siang

YINGKIONG, Nov 3: A three days IEC-BCC activities on maternal health, child health, family planning and on adolescent health (RKSK) was held at PHC Katan and Sibum village from Oct 31 to Nov 2.

The District Health Society Upper Siang organized camp witnessed 323 participants consisting of PRI members, ASHAs, AWW, village Head Goan Buras etc.

Speaking in the camp, Deputy Commissioner cum Chairman District Health Society, Remo Kamki briefed the participants about importance of immunization, maternal health, clean drinking water, proper sanitation etc.

The medical team led by DRCHO Dr. Appir Apang consisted of Dr. Tassar Tania MO in-charge, DPM, DAM (NHM-Upper Siang) and Para Medical staffs from PHC Katan.

During the programme new Pentavalent and IPV vaccine were launched and practical demonstrations on ANC & Child Immunization were done.

While conducting the IEC-BCC activities on family planning and adolescent health/RKSK on the third day, Dr. Appir Apang briefed the importance of adolescent hygiene, improving nutrition and enhancement of mental health. DIPRO

 

Capacity building training prog held

DAPORIJO, Nov 3: A series of block-level non-residential Capacity Building-cum-Hands on Training for SMC members (including PRI members, parents and teachers) were held in all the nine blocks of Upper Subansiri district from Oct 19 last which concluded here on Monday.

On the inaugural day of the training programme in Taliha education block, BEO-cum-incharge DDSE Tapu Maying stressed on the need for proper sensitization of the SMC members on their duties and responsibilities for better implementation of SSA/RTE Act at the grass root level.

Resource persons BEO-cum-District Com. Mob. & Media Coordinator, Tago Nima, DIET Lecturer, SB Singh and all the BRCCs of different blocks imparted training in different blocks regarding composition and function of SMCs, standard and norms for RTE schedule school and responsibilities of local authority, Child Rights Act 2005/NCPCR/SCPCR & POCSO Act. 2012, preparation of SDP by SMCs, social auditing team and benefits and facilities provided or provision of residential school/hostel at elementary level, identification of OOSC and CWSN and their enrolment, retention and completion, financial and procurement by SMCs and Swachh Bharat Abhiyan and Beti Bachao, Beti Padao. NPR training at Yupia

YUPIA, Nov 3: The district level training on updation of National Population Register database of Papum Pare district was conducted at DC's conference hall here on Monday.

All administrative officers were present including Joint Director of Census Operations, Bharti Chanda from Shillong and District Statistical Officer, Yupia in the training.

DC Tai Kaye highlighted on the importance of NPR updation and also informed that field works will be begin from Nov 15th and it should be completed by Dec 15th as per the state government notification. He also requested the general public to cooperate with the enumerators who are visiting shortly for updation of NPR database.

Bharti Chanda made a presentation on the importance of NPR and also explained how to fill up the forms in the field. She also asked all administrative officers to impart training to all appointed enumerators of their respective circle at the circle level.

 

Union calls for early maintenance

of Bame-Aalo road

ITANAGAR, Nov 3: West Siang District Students' Union (WSDSU) has called for early maintenance of Aalo-Bame road and re-estimation of compensation for land acquisition from Bame to Aalo for Trans Arunachal Highway.

In a memorandum submitted to the West Siang Deputy Commissioner, WSDSU stated that the deplorable road condition from Bame to Aalo reflects the apathy of M/s T.K. Engg. Ltd to immediately maintain the road from Bame to Aalo at the earliest.

The memo also sought the DC's to issue directives to all concern departments for early submission of re-estimate of compensation for land acquisition from Bame to Aalo.

Further, the union called for immediate scrapping of the entire bogus beneficiaries enlisted in compensation list from Bame to Aalo. The bogus beneficiary enlisted in compensation list of TAH from Bame to Aalo reflects the malafide intention of the concern department who prepared the estimate, it added.

 

Mass tree plantation programme at JNC

ITANAGAR, Nov 3: NSS unit of Jawaharlal Nehru College, in continuation with its mission "Clean Campus Green Campus" conducted a mass tree plantation programme at lower campus of the college today.  Participating in the tree plantation programme, JNC Principal Tayek Talom, Vice-Principal, Dr. S.D Choudhury and other faculty members planted tree saplings in the college guest house compound.

More than 200 numbers of tree saplings were planted in an around lower campus by around 270 NSS volunteers in the programme. The plantation was conducted under the guidance of NSS Programme officers of J.N. College, Pasighat, Dr. Temin Payum, Dr. Kento Kadu and Ing Perme.

 

'Resolve boundary dispute with Assam'

ITANAGAR, Nov 3: The All Arunachal Pradesh Border Welfare Association (AAPBWA) has called for resolving the boundary dispute between Assam and Arunachal. The association has written to the chief secretary in this regard.

While saying that it had conducted many awareness programmes in villages along the boundary, it put forward the grievance of villagers which says reinstallation of RCC post at Durpang to Gurubandha village of Papum Pare district for proper demarcations of boundary between Assam and Arunachal and immediate creation of Village Defense Police (BDP) to minimize criminal activities.

 

APGDA calls off stir

ITANAGAR, Nov 3: The Arunachal Pradesh Govt Drivers' Association (APGDA) has called off its proposed  1st and 2nd phase of democratic movement. The decision came after the association was assured by the transport commissioner of placing its long pending demand of enhancing the existing grade pay of Govt drivers in the next high level standing committee for consideration.

Meanwhile the association has said that it would continue its movement if the state government fails to fulfill its demand.

 

Associations condemn Governor's remarks

ITANAGAR, Nov 3: The All Arunachal Pradesh Youth Forum (AAPYF) and Arunachal Social Activist Federation (ASAF) in a joint statement have sought public apology from Governor JP Rajkhowa for recommending upgradation of Lilabari Airport and reconsidering the decision to set up Green field airport at Hollongi.

"This is betrayal by the Governor and effort by him to thwart the collective aspirations of the people of this strategic frontier state which is the only North Eastern state without an Airport of its own," they said in a press release.

The entire negative development is being politically carried out by BJP MLA Tamiyo Taga on the behest of and under guidance of Union MoS for Home Affairs Kiren Rijiju, they further alleged.

 

LAMYANBA award for H Mohan Singh

ITANAGAR, Nov 3: The advisor of the Manipuri Welfare Society of Arunachal Pradesh (MWSAP) H Mohan Singh was honoured with 'LAMYANBA' award 2015 in recognisation of his long term effort and contribution to the society. This was done during its 12th Annual general body meeting on Nov 1 last.

PASIGHAT, Nov 3: The Smart City Lab, setup in the Panchayat office, Pasighat was inaugurated by ZPC Kaling Dai in presence of DC in-charge Deepak Shinde and other officers.

Governor clears air over airport project

ITANAGAR, Nov 3: The Governor of Arunachal JP Rajkhowa today clarified that he is not against construction of Green Field airport at Hollongi and has only raised concern over irregularities in compensation claim. Rajkhowa has been facing barrage of criticism ever since a letter written by him to Prime Minister Narendra Modi seeking reconsideration of green field airport project and upgradation of Lilabari airport has surfaced in the media. He also added that Lilabari airport should not be upgraded at the cost of Hollongi airport project.

"I have received many complaints alleging that there are abnormalities in the compensation claim. Many power politicians and their family member allegedly own land at Hollongi airport site. Based on the complaint received from various quarters I wrote letter to Chief Minister in order to draw his attention. But he never replied which forced me to write to Prime Minister. Enquiry by CBI or any other competent agencies should be conducted to find out whether any wrongdoing has been practiced while preparing the land compensation," said Governor while addressing the Press persons at Raj-bhawan. He also alleged that confidential letter written to PM has been leaked with ulterior motive. "I wrote the letter on 28th September 2015. But it has been leaked now. The timing of leakage of letter is matter of deep concern. I have appealed PM to investigate the matter," said Rajkhowa.

Further he sounded visibly upset by kind of criticism he received in recent days. "I have been here for just 5 month and some people have given me tag of anti-Arunachal, anti-development etc. Even though I don't need any certificate of patriotism towards Arunachal, I want to make it clear that my only intention is to see Arunachal progress. My agenda is to work towards corruption free government and welfare of the 13 lac people of Arunachal," said Governor. He also informed that he has written to the Prime Minister seeking construction of 3 airports in the state. "Beside airport in capital, our state need 2 more airport. I have asked central govt. to send site selection committee, so that ground work starts. Further I also sought repairing of existing 26 helipads and construction of 13 new helipads across the state. During my last meeting with minister MoRTH Nitin Gadkari I have raised concern over need to speed up various road projects and also asked for taking of up east-west corridor and frontier highway work at the earliest. I am doing my best for the state and will continue to do so in future too," said Rajkhowa.

Taking potshot at several organizations who are questioning his patriotism, Governor hit back at them and instead questioned their contribution towards Arunachal. "So many things are going wrong in the state. Road conditions are in pathetic condition, tourists flow to the state has gone down. Why the unions and associations are keeping mum on these issues confronting the people of state? Why do not they show their patriotism on such issues," questioned Governor. Further he also dismissed allegation that he is lenient towards BJP and termed himself as apolitical man.

 

Shun political differences for state growth

ITANAGAR, Nov 3: Governor JP Rajkhowa today appealed all the politicians to forget political rivalry and work together for the people of state.  While acknowledging that he is aware about Congress government facing internal dissidence, he said its time everyone shun political differences.

"We have very short period of working season. So we have to make maximum utilization of it. As working season has started in the state and its time everyone concentrate on development. Road, school and other infrastructure projects have to be completed within the short winter season," said Governor.  

 Despite bitterness over Hollongi airport fiasco, Governor assured Chief Minister Nabam Tuki that he will continue to support state government whenever they seek his help. He offered his service to the state government and stated that government should use his service for the development of state. He also called upon Chief Minister to rise above politics and concentrate on governance.

 

 

Centre has given higher development packages to Arunachal: Rijiju

AALO, Nov 3: The Centre has given much higher development packages through DoNER Ministry to make Arunachal more vibrant, said Union Minister of State for Home Affairs, Kiren Rijiju while addressing the people of Sansad Aadarsh Village Yigikaum during a public meeting here on Monday.

All need-based project for the state is being followed up in every Ministry to fulfill the will and aspirations of the people, the Minister said.

The MoS for Home who is on a three-day whirlwind tour of his constituency said that Aadarsh Gaon is a new concept and lot of time had to be spent to make baseline survey and preparation of estimates by all line departments with all type of experimentations.

Appreciating proactive role of DC Aalo and all line departments in its development process, he assured that all budgetary support from MPLADs for small schemes and planned allocation for big project will follow up soon to develop the village in a more realistic way.

'We need to rise above political differences and coordinate at all levels as representatives of the people to start road connectivity by 2019 to ensure dawn of new vistas of development in every nook and corner of the state especially, in the border areas. Home Ministry is overburdened with issues concerning the entire nation but problems of state, official, group or individuals are being given priority at Delhi', he added.

MLA Tumke Bagra who was accompanying the Minister of State for Home, said that the behavioral changes among the people of Yigikaum after its declaration as Sansad Aadarsh village is a great thing to happen and appealed the Minister to develop the village as a model one through necessary fund provision.

HGB Nyato Ori, ASMs Doli Ori and Binduk Ori also spoke on the occasion.

Later, addressing the HoDs at the conference hall of DC office, the Minister stressed on timely submission of schemes that need central assistances. West Siang DC Pige Ligu, EE Electrical, Yater Padu Doji, DMO Dr. Marbom Basar and AE Highway, Gemar Padu pointed out their immediate problems.

The Minister was also accompanied by former Minister Nyato Rigia, DIGP and Commandant ITBP, West Siang ZPC, SP and HoDs. He will further visit border Tada Dige and Monigong to inspect the ITBP BOP and Sago village under Basar subdivision and join Union Railway, Transport and Highway Minister Nitin Gadkari who is laying the foundation stone of 2-lane Akajan-Likabali-Bam road construction. Disgruntled legislators demand Tuki’s resignation

ITANAGAR, Nov 3: Stepping up their attack against Chief Minister Nabam Tuki, five legislators of the state demanded the Chief Minister's resignation on moral ground saying that he has lost public confidence.

"Tuki has no legitimacy to continue as CM as he has lost public confidence. He should tender his resignation forthwith on moral grounds," said heavyweight legislators, Chowna Mein, Wanglin Lowangdong, Kumar Waii, Komlung Mossang and Thangwang Wangham, in a joint statement.

They said that the ineffective leadership of Nabam Tuki has caused serious political instability and chaotic governance in the State.  "Today, under the leadership of Tuki, the State is going through the worst phase of instability in its history. The financial condition has deteriorated to worst level. There is growing insecurity among the people due to aggravating law and order situation. Development in the State has come to a standstill."

They advised the Chief Minister to bring in much-required measures to ensure adequate delivery of services by the government to its people.

Tuki, instead of upholding our endeavors for better and more effective people oriented governance, termed us as dissidents and dropped us from the Ministry on the lame pretext of being non-performing ministers, they said.

"Sadly, the excuse made by the Chief Minister for sacking us from the Ministerial posts as "Non Performing Ministers' was just an eye wash to damage our image in the public domain which is unfortunate," they said.

They went on the attack saying that Tuki as a leader is adamant and has least respect for democracy within the party.

"We were awe stricken to learn that our noble effort in bringing an attitudinal change in the Government was viewed with such an irrational suspicion by the CM that he preferred to drop us out of the Council of Minister than to take into consideration our views.

"He has conceived our differing views as a serious threat to his leadership and resorted to such disgraced acts against the representatives of the people of the State," said the press statement.

"It is not us but Tuki, who as our leader and the Chief Minister has failed to perform. People of the State are testimony to his "non-performance" right from his assuming the office as Chief Minister. It is unethical on his part to cast his inefficiencies and failures on us by terming us as "Non Performing'," they said.

They also said that the leadership of Nabam Tuki is tyrannical.

"The manner in which 18 MLAs were made to put their signature on white paper to be used as their resignation or otherwise in the event of their contesting Tuki's leadership goes to show the tyrannical extent to which he can go to guard his leadership."

"It is obvious that he does not enjoy the support of Congress MLAs. Those MLAs who still claim to be with Tuki are there because of pressure from him. All he has mastered from his long career as an elected Legislator is ripping off portfolios, rather than addressing the real problems of people who have voted him and his Government in power."

"We, therefore, chose to oppose his leadership, which is within our democratic rights. We the elected representative are answerable to the people. Under the leadership of Tuki we were constrained and have been unable to do justice to our people in terms of development," the press statement added. When contacted Kumar Waii confirmed signing of the joint press statement by the five MLAs.

 

 

Governor never asked for new vehicles: Raj Bhawan

ITANAGAR, Nov 3: The Governor of Arunachal Pradesh has directed all concerned to cancel the order for new vehicles proposed by the Resident Commissioner for him.

Responding to a news item published in this daily regarding purchase of new vehicles for the Governor, the Raj Bhawan in a press statement clarified that the Governor had never asked for replacement of the two vehicles placed at New Delhi for the use of the Governor. It was brought to his notice that there is an intimation from Resident Commissioner, New Delhi for replacement of the existing old vehicles by new ones which have already exceeded the permissible mileage of 1,00,000 km. On the issue of requirement of the models and colours of the vehicles under the office of Resident Commissioner's proposal, the photographs of the models and colours of the vehicles were shown to the Governor by the ADC, who wanted to know his views on the earmarked models. Accordingly, the Governor had given his opinion.

Recently, the Deputy Secretary, Governor Secretariat, Itanagar, when asked whether the proposed vehicle must be Petrol or Diesel model, the Governor had given his choice of Diesel vehicle to save fuel cost.

It is worth mentioning  here that about the decision to buy new vehicles, the Governor was told that the old vehicles of the Governor and Chief Minister in New Delhi need to be replaced, considering security status of 'Z' Plus protectees, which should have vehicles in excellent condition.

It is unfortunate on the part of the reporter to give a wrong impression that the Governor had ordered for costly vehicles in spite of poor financial condition of the State, thereby contradicting to his advocacy on financial prudence.

"It is a well-known fact that the Governor has been making all efforts to decrease public expenditure. The said proposal of new vehicles was neither proposed nor initiated by the Governor but by the office of Resident Commissioner, New Delhi on behalf of Govt. of Arunachal Pradesh. "

In this regard, the Governor has decided and directed all concerned to cancel the order for new vehicles proposed by the Resident Commissioner and not to keep budget provision for it. He believes that luxury vehicles for other Z plus protectee as proposed by the Resident Commissioner will also be cancelled. PRO to Raj Bhawan

 

 

Governor urged to withdraw his letter to PM

ITANAGAR, Nov 3: The All Papum Pare District Students Union (APPDSU) has urged the  Governor J P Rajkhowa to withdraw his letter suggesting the PM for upgradation of Lilabari Airport in Assam and to reconsider  the decision to set up a green field airport in the state in view of the "high cost."

The APPDSU in a release said, the Governor could have been more sensible before recommending the Prime Minister for upgradation of Lilabari Airport as Arunachal is waiting since long to have its first own airport.  How can the constitutional head of the state can act on the suggestion of Tamiyo Taga, opposition leader, who is not above the state and of any student organisation and individuals, the Union questioned  and said that it will term the Governor Anti-Arunachal till he recall his letter written to PM. The  union also demanded public apology from Tamiyo Taga for his remarks and threatens to stand against any programme and policies of BJP in Papum Pare district.

"The people have expected  that  the office of the governor shall play major role in building good relation between people of Assam and give Arunachal Pradesh and focus more on solving the age-old Inter-State Boundary disputes as he belongs from neighbouring state of Assam and got the opportunity to serve Arunachal Pradesh but all hopes and aspiration of the people have been shattered in very short span of time with his way of approach towards our state and people, AAPSU said.  It further said that upgradation of Lilabari Airport is not a subject of Arunachal Governor and nor the business of opposition leader, unrecognized organisations and selfish individuals.

The  Union also appealed one and all to extend cooperation for early construction of Airport at Hollongi.

 

 

Rijiju urges students to concentrate on study

ITANAGAR, Nov 3: The 36th annual college week celebrations of of Dera Natung Government College (DNGC) started yesterday.

Attending the function, Union Minister of State for Home Affairs Kiren Rijiju while stressing on the need for quality education, also exhorted the students to focus on their studies and do something good for the state. Stating that, "Our state is in shambles now and it is upto the young generation to build it up," Rijiju also called on the student fraternity to utilise their time in college properly besides adding that, "the three years you spend here will become life time memories for you."

Further responding to a memorandum submitted by Giogi Tade, general secretary of Students Union, DNGC citing infrastructural requirements for the college, Rijiju urged them to submit a detailed project report and assured to sanction the same within a month. He also expressed concern over how associations and unions are becoming main obstacle in the development of state.

Earlier a dance blending the culture of various tribes was performed by the students to welcome the MoS Home and subsequently, Rijiju declared the college day celebrations open by unfurling the college flag.  

Among others, the occasion was also witnessed by Dr Tejum Padu, Director of Higher & Technical Education, Kipa Kaku Chief Councillor, IMC, Taba Yall Nabam, Councillor, Kumar Tok, Principal in-charge DNGC and Dr V N Sharma, State Liaison Officer.

 

 

Gabriel resigns as APSCST chairman

ITANAGAR, Nov 3: MLA Gabriel D. Wangsu has resigned from the post of Chairman, Arunachal Pradesh State Council for Science and Technology (APSCST).

In his resignation letter to the Chief Minister, Gabriel alleged that the state government under the leadership of the Chief Minister had utterly failed to bring any meaningful development in the state.

"It has been practically impossible to render any meaningful service to the people of Arunachal Pradesh under your leadership," Gabriel said.

"Ever since l took over as the Chairman of State Council for Science and Technology I had repeatedly approached you on the need to streamline and strengthen the Council as it stands one of the most important institutions and to deliver the best to the people of the state, however, all my suggestions went in vain despite my suggestion being implementable.

Further, after serious thoughts and analysis especially on witnessing the ramshackle state of affairs. I, like any person with logic and rationality, would have concluded that the government has utterly failed to bring any meaningful development in the state. Its publicity blitzkrieg and slogan shouting on success of its flagship programmes are disgustingly hollow and full of malaises. Mismanagement of resources and finances has been at a fundamental fault surpassing all limits and has potential to have long term implications on the life of the people of the state. The repeated claim that all is well in financial front is just a pure eye wash," the letter said adding "And therefore, I do not wish to continue as a monumental Chairman of APSCST much against the interest of the state doing nothing."

 

 

Two major maxillo-facial surgeries

conducted in Heema Hospital

ITANAGAR, Oct 3: Two major complicated maxillo-facial surgeries have been conducted by a team of doctor at Heema Hospital. This is the first of its kind in the state, informed Dr Kesang W Thongdok, senior ENT surgeon cum medical superintendent (MS) of Heema Hospital in a release today.

Thongdok, who led the team of doctor, said, both the patients have severe accidental multiple fractures of maxilla bone, upper jaws and palate, cheek bone, nasal bones besides damage in orbital rim (eye socket). All the fractures were reduced and fixed with mini-titanium plates and wires and facial deformity with orbital rim were also reconstructed, the  MS informed.

Such patients, who were earlier referred to hospitals outside the state, are now treated at Heema Hospital.

 

 

Legal Metrology dept conducts unannounced raids

ITANAGAR, Nov 3: Several cases of violation of Legal Metrology Act and  Rules  were  detected by an official team of the Legal Metrology and Consumer Affairs  department during its unannounced inspection conducted in various locations in Itanagar today.

The traders were found selling packaged commodities at exorbitant rates over and above the MRPs and without mandatory declaration of contents prescribed for commercial packages. MRPs in commodities were found smudged. Foreign made toys were also being sold without confirmation to the prescribed norms and standards.

The team detected twelve irregularities and violations of Legal Metrology Act & Rules.

The unannounced inspection was conducted by the mobile team of the department led by Amrit Taba, Jurisdictional Assistant Controller, Papum Pare and Inspectors of Legal Metrology and Consumer Affairs department of Itanagar and Naharlagun in presence of Minister Tirong Aboh and Parliamentary Secretary Nyamar Karbak. The team  inspected vegetable market, Akash deep  and Ganga markets, several garment, hardware  and electrical shops, China Bazar, Chicken & Fish market and Petrol pump and found lots of irregularities in weight and measures, packaging, pasting of maximum Retail Prises etc.

The objective of the sudden inspection was to get a first hand knowledge of prevailing market scenario of Capital Complex and to create awareness amongst business community and public as well.

During inspection, the Minister and the Parliamentary Secretary expressed their keen interest and concern for common consumers' interest and rights.

They were also apprised of various aspects of Legal Metrology such as up-keeping of weights and measures, necessity of periodical verification, display of verification certificate in the trading premise, suspension of beam scale from a hook or stand, use of standard weights & measures other than stone, iron or brick pieces etc, perforation of pans used by traders.

Later, the Minister and the Parliamentary Secretary appealed to all consumers of the state to keep vigil on unscrupulous trade practices and to come forward with their grievances either to the nearest office of Legal Metrology & Consumer Affairs department, or lodge complaints to respective District Forum. They also appealed to the traders to avoid any kind of malpractices like hooking of weighing balance, use of stone, iron pieces as weights, smudging of printed price etc. and requested them to help create a consumer friendly market in this developing State.

Administrative Secretary of the department Gamli Padu, Controller of Legal Metrology and senior officers of the department also participated.

 

 

Hunli-Desali-Metengliang road works in full swing

HUNLI, Nov 3: The road works connecting Hunli-Desali-Meteliang-Hayuliang is running in full swing and formation work is under process. The work which started on Jan 23, 2013 under OC 62 RCC Hunli has been going on smoothly.

Out of the total length of 20kms earth-cutting, a stretch of 5.5km has already been completed till date. The construction programmes is undertaken by BRDB/MoRT&H/MHA/MOD on the basis of sanctioned of Rs 3531.66 for Phase-I. The official sources informed that the road connecting Metenliang-Hayuliang and Hunli will be end in the meeting point of approximate 70 KM from both sides.

Located at a distance of 90 km from Roing Township, the people of Hunli-Desali block have been facing untold miseries and hardships due to absence of road connectivity. Villagers of Desali have to walk on foot march to cover a distance of approximately 23 kms to Hunli for their daily needs. The area remains disconnected from the rest of the district during summer. A PWD road project had began in early 1980. In 2001, after two decades of work the area briefly saw a motorable road. The road connectivity snapped in the heavy monsoon shower of 2004 and that whole stretch has been abandoned.

The BRO is hopeful that the work will be completed within two-three years period. OC, 62 RCC Hunli under 752 BRTF Project Udayak, S Srinivasa Rao disclosed that the BRO is leaving no stone unturned to complete the road at the earliest.

 

 

Poor road condition irks Rajkhowa

ITANAGAR, Nov 3: Governor JP Rajkhowa today expressed serious concern at pathetic condition of road in the area around capital complex. He said dismal condition of road in Itanagar, Naharlagun, Nirjuli, Doimukh and Poma not only troubles citizen but also is a matter of prestige. He claimed that on many occasion he has raised his concern towards state government in this regard but with no avail.

"PWD Minister Gojen Gadi always tells me that process for repairing of capital road is on but I have hardly noticed any change. Recently I visited Rajiv Gandhi University (RGU) to attend a programme. When I came back from university my whole body was paining. Imagine the kind of pain student goes through while going to university," said Governor. He said construction of road should be the number one priority of the state government. "Unless we have proper road, no development will take place. We are blessed with enchanting natural beauty but if there is no road who will visit state. Similarly how will horticulture produce be exported to other state if there is no road? Let us just concentrate in improving road and development will follow after that," said Governor.

 

 

Two lifters from Arunachal to

undergo coaching in USA

ITANAGAR, Nov 3:  Indian Weightlifting Federation (IWLF) has selected Arunachalee lifter duo Jimjang Deru (56 Kg) and Kujum Taba (77 Kg) for coaching camp in Houston, Texas, America ahead of Olympic qualification at event -- the Senior World Weightlifting Championship - to be held at George R Brown Convention Center, Texas, USA.

Kojum and Deru are the first sportspersons of Arunachal Pradesh to achieve this feat as per the record available with the office of the Arunachal Olympic Association.

The fate of Kojum and Deru's for Rio Olympic will be decided in this elite Championship.

Jimjang Deru won Gold medal at Youth Commonwealth Games and created four Commonwealth records while Kojum Taba won Gold medal in the recently concluded Commonwealth Weightlifting Championship at Pune.

Meanwhile, AWA lamented lack of support from the state government for food supplement and other requirements of the lifter duo.

According to the Olympic weightlifting team Coaches, who previously coached Indian Weightlifting team in the Olympic Games: "A weightlifter cannot improve and move ahead unless he is supported by strong food supplements".

Kojum and Jimjang shed tears when they were informed that AWA has not received any assistance from the state government for them. They will leave for Texas America on October.

 

 

Papum Pare karate team for Mini Olympics

ITANAGAR, Nov 3: Papum Pare District Karate Do Association (PPDKA) has selected 13 players (both male and female) to represent the district at Mini Olympic Games scheduled from December 2 to 5.

Sempai Prakash Limbu and Sempai Tarh Tapak are the Coach and Manager of the team, informed PPDKA in a release.

All the selected players are asked to attend the coaching camp being held from November 2 to 25 at Shotokan Karate Headquarters, Naharlagun.

The selected players are (Male, Kumite): Rakesh Gamnu (-50kg), Nongchen Hodang (-55kg), Kakap Tajo (-60kg), Komri Nada (-67kg), Tage Saa (-75kg), Taron Chandra Singh (-84kg), Dari Lokam (+84kg);

Tage Saa will also participate in Individual and Team Kata events along with Rakesh Gamnu, Komri Nada.

(Female, Kumite): Choti Yorpen (-50kg), Ligang Anky (-55kg), Niktar Ani (-61kg), Dado Mena (-68kg), Taw Punung (+68kg).

Niktar Ani, Choti Yorpen and Ligang Anky will also participate in Kata events. The player (female) under age category of 18 year above and below 45kg will be selected on the basis of performance during the coaching camp.

Politicians should exhibit maturity

The standard of political rivalry in the state is drastically going down with each passing days. These days every time any central ministers visit Arunachal, opposition parties led by BJP submits large volume of complaint letters alleging gross corruption charges. On their part state government try their best to woo the visiting minister and pleads for the central assistance. Yesterday also when minister of state for finance Jayant Sinha visited state capital, he faced same kind of situation.

Chief Minister Nabam Tuki requested him to impress upon his ministry to clear the pending proposals amounting to Rs. 4571.55 submitted to NITI Aayog by the state government. Tuki made the appeal when MoS finance held discussion with state government official on various issues of governance. Later in the day a team of state unit Bharatiya Janata Party called on Sinha and apprised him of the alleged precarious financial position of the state. The team informed the Union Minister that ruling Congress government is leading the state to bankruptcy by resorting to rampant corrupt practices and financial mismanagement. Being the principal opposition party of state BJP has every right to raise the corruption issues. Today Arunachal is facing tough time due to corrupt Congress regime. However a time will come when both ruling Congress and opposition BJP stop will have to stop blame game, which has potential to further damage faltering image of Arunachal. When it is a matter of state interest they should join hand together and work for the betterment of state. All the political parties will have to exhibit maturity as state is going through a transitional period. If politicians don't stand together, the Arunachal will face difficult time in the future.

Rijiju should forget Nehru & remember poor

Dear Editor,

This is with reference to the news item "APCC condemns Rijiju on Nehru statements" published today in your esteemed daily. First of all Congress party should concentrate in solving their internal problem and stop lecturing others. Secondly coming back to MoS Home Kiren Rijiju's statement on Nehru, I would like to suggest him to stop digging old wounds and take us towards better future. Rijiju often land himself in avoidable controversies be it beef issue or this latest jibe on Nehru. It will be great if he concentrates in development work and stop trying to gain media limelight over petty issues. People are starting to closely scrutinize his performance. MoS Home should start delivering on the promises made to the people. Youths of Arunachal who elected him are restlessly waiting to see some kind of visible change at grassroot.

Do we lack deeper discernment on Governor's statement on Airport?

Dear Editor,

This is in apropos to the article "Arunachal will not forgive Mr. Rajkhowa" and " Looks like there is a deal between Governor and opposition party" which appeared in Readers Forum column on 2nd November 2015 in your esteemed daily and also the statement issued by Governor on Airport issue. I have my entitled individual analysis on this. Indeed, no sensible citizen of Arunachal state would concur to part away from a vital Airport Project which is long felt vision and need. We all cannot stand with the idea of scrapping it on simple grounds of high cost. It is but natural that nearest airport at Lilabari, Assam require up gradation for un-interrupted operations/service and accommodating higher volume of passengers considering its strategic location and public demand but not at the cost of airport in state of Arunachal.

But question remains what could have made the Governor of Arunachal Pradesh to make such statement and write a letter to Prime Minister (if any) for scrapping the airport project or shifting to nearby Assam citing cost and other (if any) as the reasons. Did he literally mean it? I have little reservation and dissent view on this. I am in some way glad that this issue of Airport has been racked up by the First Citizen of the state minus shifting to anywhere out of capital region of Arunachal as purported by him. The Airport project has been battered and disrupted by controversies for long which we all are well aware since its inaugural at Karsingsa. His controversial statement has at least reignited our so called close-the-eyes-to pending development and ignore its progress which we people are good at it for the reason best known to each. I would rather focus my views and discussion on "Incomplete and mired Airport project at Hollongi" rather than mounting my voices to recall and remove the Governor and trying to demean its position which at the end of the day will be concealed or hushed up politically or otherwise. However, I do respect the views of the other side who are equally concerned for our state

The moot point here is what has become of such a vital Airport Project taking into consideration of strategic transportation and communication and why so much of impediments towards its completion. Is it again the so called "exorbitant claim for compensation" and other benefits which has almost derailed many project(s) in the state, a court case pending the technical issue (if any) or has the "Act East Policy" of centre turn out to be inactive as it has stopped to "Look East" (policy) are stalling the project. Queries are incessant, and out of any comprehension for layman like me.

Now that the subject has become broadly debated and discussed we all (State govt., NGOs, Citizens, etc) should put together an impetus for early completion of the airport project and take-off to a destined route of prosperity  so that many such developments makes its safe landing in Arunachal Pradesh without air traffic or turbulences. Hope the exhilaration of take-off and landing in a Boeing Jet do not remain a delusion and frustration.
